In 1984 East Berlin, Stasi officer Gerd Wiesler suspects playwright Georg Dreyman of disloyalty despite his apparent ideological purity. He secures permission for surveillance from the Minister of Culture who harbors jealousy towards Dreyman and desire for his partner Christa-Maria.
