Lou Pascal, a once prominent gangster now reduced to running small-time numbers for a living, lives in Atlantic City with his elderly lover, Grace Pinza. He harbors a secret admiration for his young neighbor Sally Matthews, who works as a waitress and dreams of becoming a casino croupier.
