In the rail yards of Queens, New York City, contractors repair and rebuild the city's subway cars, but these lucrative contracts are rife with corruption. When Leo Handler gets out of prison, he returns to find his aunt married to Frank Olchin, one of the big contractors who is battling a minority-owned firm for contracts.
