In the near future United States, ruled by fascist methods after a second civil war, Steel Harbor is one of the last free zones and home to Barb Wire (Pamela Anderson), owner of the Hammerhead nightclub and bounty hunter. When scientist Cora Devonshire wanders into her club, she's unwittingly drawn into a government conspiracy involving biological weapons.
